That would be pretty low. Depending on the load you have, it may or may not be a good idea. An empty half ton--no biggie.
With light loads, I figure if it's responding to the throttle--in other words, if the revs are rising and you're not stuck at 1000 rpm with full throttle, then you are ok.
With heavier loads, get more revs going.
