I take it you mean while cranking and that you have your ICM mounted on the Distributor.
If so the ICM blocks the computer and lets it "spark fire" at base timing (10* BTDC) or at what the distributor is set at.
The injectors will deliver the fuel on command from the EEC (computer) using the IDM signal from the Ignition Coil (later truck years the IDM comes from the ICM mounted on fender).
So in a nutshell, yes it is the distributor setting.
