Help on 460 startup

Hi, I have rebuilt a 1978 F-250 2-Wd 460 truck over X-mas break.
I had hoped to have this truck up and running for my dad but I am having trouble with getting fuel to the engine. I had the block bored to 30 over and the crank ground to 10 under. I also purchased and installed a master rebuild kit. I had the two heads done at a local shop. I am having trouble with the fuel as the line to the mechanical pump was dry. I used compressed air to blow air into the two tanks , this truck has a fore and aft set up. I then used air to pressureize the tank until I got flow to the pump which I connected and then cranked to get fuel to the carb. I then primed the carb and the truck fired only to the extent of the primed fuel. I then noticed the line to the pump was dry again. I think that the tank fuel line is allowing air to get sucked in but an unsure where to look first. I also set a gas can down and allowed the pump to suck fuel to the carb directly to no avail. I ran out of time as school starts this week but I hate to leave this job undone as I believe the most difficult work is already done. When I purchased this truck it was not running but it is strait and I still have high hopes. I had the transmission rebuilt while I was in there.

I am hoping that you put the eccentric back on the camshaft.
