I have read that horn problems are common. Mine works but is very sad sounding. Does this mean it is just done or does it point to electrical troubles?

My 88 is very sad sounding as well, and I have tested the power at the actual horn and it is fine, so (on mine anyway) I need a new horn, which any parts store sells dirt cheap. I used to have air horns hooked up instead, but then the compressor bit the dust. So now, I'm thinking of either air horns again, or just a cheap replacement horn from the parts store.
Have someone honk the horn while you measure the voltage down at the horn, and it will tell you.
(FYI= There is actually two horns, one a high tone and one a low tone, on mine, the low tone went out, so I have a high pitched low volume horn left)
