No the turbo back systems keep the cat, it bolts right into place. The system is designed to keep the cat. However, you can purchase a cat-delete pipe and use that in place of the cat if you want.
I didn't install mine so I can't tell you the exact differences but I believe there is some difference in the down pipe from the turbo to the cat.
I bought the turbo back because I figured if I was going to spend the money I might as well go all the way. I have not been disappointed. It ran very well with the cat and is a bit louder now that I have the cat delete pipe inplace.
