explorer alignment
My 95 explorer could not be aligned because the tie rod is frozen. they wanted to replace both inner and outer tie rod on drivers side. Is it worth trying to unfreeze the tie rod with PB Blaster or heat or something?

I don't see why you couldn't try to loosen them up with penetrating oil but heat is not recommended on steering or suspension parts as it can disturb the temper. Completely loosen the clamps, get a pile of oil in there (overnight) and get a tool in there and see if you can get it moving.
I had frozen threads on my tie-rod but I got them loose but if a mechanic can't get them loose they may be seriously jammed. These guys deal with stubborn parts every day.
