I've had my 99 F-250 for 4 yrs now. Every winter with cool weather, my truck fluctuates after start up for about 10 mins. The exhaust makes a sucking sound out of it and the Rpm's jumps up and down about 200 rpm. If I don't give it enough time to quit, you can feel it while driving. After it warms up it clears up. I've always changed the oil and fuel filters, and use 15w- 40 rotella. Like I said its been doing this ever since I've had it, just wondering if it should be fixed.

that sound is the Exhaust BackPresure Valve, which closes when the engine oil temperature is below 140* and ambient temp is below 37*. helps warm up the engine when it's cold by retaining the heat and restricting the exhaust flow. LMK if you want to disable this, i can show you how.

i agree i think it is your ebpv but your rpms shouldnt jump up and down like that.
