Tach Trouble shooting

I have a 94 f-350 7.3 pre powerstroke. My Tach is acting goofy. It will drop down to zero sometimes and then surge and then drop back. My truck is also surging, and a transmission man told me a malfunctioning tach could be the problem. How do I trouble shoot the tach?

If he thinks that is the problem, the first thing I would do is take the dash apart and remove the tach, and then drive the truck and see if the problems go away.
