wheel offset question

Does anybody know if when it says a wheel has a negative number offset does that mean it will stick out further past the wheel well and a positive offset means it is tucked more inside the wheel well.

I would say yes....If I go from 4 to 5.5 offset, the wheel sits in farther. I have never seen something advertised with - or + offset, usually offset is a number from the mounting flang to the bead of the rim on the inside.
