when its time to purchase tires for my 04 f150 4x4 is it a bad idea to step down to 15 or 16 inch set of rims and get more tire or not.

From an older thread, it looks like 315's, maybe 325's, but there you're getting into problems with the stock rim width. You'll also have to think about re-gearing if you don't want to bog it down.

I don't know what gears you have, but putting anything larger than 32" (285's?) on a 3.55 rear will make the truck work harder just to move itself!
