Found Answer
We were looking for the wiring to the horn. It turns out that the wiring for the horn is in the same wiring harness with the cruise control which had been disconnected pending Ford's recall replacment of that system. Ford did replace the wiring for the cruise control, with no grumbling or mumbling I might add, they even spotted a slight coolant leak which I have since fixed. The recall/replacment did fix my horn issue. Thanks.
