I don't know how drag racing slicks are sized, but I do know how LT tires are.
Drag slicks are sized by tread width, LT and Passenger tires are sized by section width. Section width can change depending on the rim width the tire is mounted on but tread width will never vary based on rim width. 12.50 section width tires will have various tread widths depending on manufacturer and tire style.
Drag slicks are measured by tread width because different classes of cars are limited by the tread width they can run according to the rules of that class.
