How do you tell if the IAC is stuck shut by using a volt/ohm meter?
The volt/ohm meter will not tell if it is stuck open or closed. It would tell if the coil has an open or complete circuit.
If you unplug it while the engine is idling the rpm will drop and it would die. This would mean that it is a good one and working OK. The EEC sends a pulse train changing in duration to open and close it.
