Question efi tuning???

I just got my efi engine swap in my 86 f150. The engine starts right up and runs smooth. How ever it wants to idle at 1700rpm, and will not drop any lower. I was told that it could be a vacumme leak, tp sensor or a iac sensor. I put a new uper intake manifold gasket on and tried upluging the two sensors wile the motor was running. the one on the top of the intake manifold mad no difference, and the one on the side just made the idle increase more(i dont know if this is any help).
Also when i tryied to set the timing the notch on the balancer was out on the bottom

It sounds like the PCV hose isn't connected to the plenum.

i say to check them lines that come from the fuel tank.. the breather ones. on my truck it goes from that into a charcoal box. then up across the motor and splits then 1 into each of the tow intake channels. one to each of course..... anyways.. if i unhook either of those my truck idles WAY up. like urs.. but soon as i reconect it it goes right back down!
