Ok, excuse my ignorance here. But I've read on here how you can turn a 390 into a 428 by boring it over and a new crank and all. And I've also read that a 360 and 390 are just alike except for the crank and rods. So What's to prevent turning a 360 into a 428 then? I've heard it can't be done but I am missing why it can't be done. Thanks for the time.

It can be done IF the block is of sufficient thickness to be bored to the proper bore. Is this 360 a 352 block, or is it the HD block with the reverse 105 on the front. If its the 352, Id just make a 410. If its the reverse 105, I see a 428 in your future.
Yeah, you've gotta be able to bore .080 over the standard 4.05" bore. Most of the time this cannot be done with a stock block. You'll have to have it sonic tested to see if your block is a candidate.
The difference is the rods for the 390 and 410/428 are different than the 360 rods. The crank for the 360/390/428 are all different.
The bore is really the big issue as it really requires sonic checking to see if it will handle 80 over. The crank for the 410/428 is not that hard to find for about $350 and the rods are pretty common.
Another option is to make a 40 or 60 over 410 using 428 crank flywheel and rods in a 360/390 block and then just bore to a safe clean point of about 40 or 60.
Pistons are another issue, you can flycut 390 pistons (L2291F) down to size as they have just over 1/2" of material at the top.
Even if you can't get .080 over for 428 cid, you can still usually go .060 over, which is good for 424 cid with a 410/428 crank. I doubt you'd miss those 4 inches. .040 over is roughly 420 cid.
