I have an '87 EFI type 300 with the intank low pressure fuel pump and the high pressure pump outside the tank on the frame. If I change the engine to a carburetor, will the intank pump alone provide enough fuel pressure to get a good fuel supply to the carb?

Most likely yes but I would still recommend a regulator and guage.
Also, I fought with my truck for about 2 months with what I thought was an icing problem. It turned out to be a crappy in tank fuel pump.
If your fuel pump is stock, I think it'd be wise to install a new one to be safe. I've gone through quite a few Ford fuel pumps in various vehicles. They're not exactly robust and 19 years is a long time.
