Code 172 and 173

Code 172 and 173
I just pulled the codes on my cousin's 95 Bronco and got these codes in continous memory.
172: HEGO shows system always lean.
173: HEGO shows system always rich.
Am I correct in thinking that the O2 sensor is bad or is there other things he should be looking at?

I got those codes after my trans modulator failed and trans fluid got sucked through the intake and out the exhaust, smoked like a chimney. Changed modulator, ran engine for an hour down the freeway to clear all fluid, reset my codes, and came up clean after next scan. My suggestion, clear your codes, run engine for an hour and re-scan your codes. If you come up 172 and 173 again, change 02 sensor.

What does a trans modulator do? There is a strange problem with the torque converter unlocking for a breif moment when using the right turn signal. This isn't my vehicle so I don't have immediate access to it. Thanks for the help.
