Welcome to FTE first off.

Have you pulled codes yet? If you don't have a code puller you can check Ken00's sticky about tech information. Look for the link on pulling codes.

In additon to pulling codes, check the vacuum line to the fuel pressure regulator (FPR) for gas and check the fuel pressure. Gas in the vacuum line means bad FPR.

If there isn't any fuel in the FPR's vacuum line then pull the codes.

No matter how much you spend on a code reader, you can't get anything more out of that vintage EEC-IV computer than you can with a paper clip and a test light. As noted above, see Ken00's tech info post for instructions.

I bought a code reader from Walmart for $30 with the LCD display and it has a memory so you don't have to write them all down.

Did you check for gas in the FPR vacuum line?

For the....

21, was the engine up to normal operating temperature?

22, check the electrical connection to the MAP and the vacuum line.

12, is an IAC problem, was the ECU able to control the idle speed when you were running the KOER test.

31, is an EGR code, I don't think this would cause a rich condition. I can send you the pinpoint test for this one onxce youo clear the others.

i don't know how to clear the codes and i took the egr off it is clogged i also found that its leaking and no the ecu want able to control the idle speed but i have noticed that when i unplug the iac the rpms drop to where there supposed to be at normal operating temp and the engine was at normal operating temp it was low on coolant i was going to get a new egr tps and o2 sensors tomorrow if there all available at az because i need to fix it all for emissions anyway so but if i can clear the codes then i can narrow it down some more and i would greatl appreciate the pinpoint test is there and pis available to show the vacume line routing becides the the diagram under the hood hope fully after i get taxes i can pay a tech to tune it up a little bit

To clear the codes you can follow the procedure in the link, pulling eec-iv codes, in the tech info thread at the top of this forum or disconnect the battery for 15 minutes.

Once you have that done I would take it out for few 15-20 minute trips and pull the codes again.

The idle speed should drop below normal when you disconnect the IAC, do you have any vacuum leaks or did someone adjust the throttle plate stop screw?

If you were low on coolant that could have caused the code 21.

Since you found an EGR proble it can't hurt to replace parts there but I would hold off on anything else until you get a fresh set of codes.
