transfercase will not engage

if a front wheel speed sensor is bad will that not let my transfer case engage on a manual shift on the fly. ?

I get the indication light saying "4x4" and the auto locking hubs are working correctly.

manual sof
but according to the shop manual it still senses speed and will only let the clutch in the transfer case engage into 4 high at speeds under 40mph and into 4low at speeds under 3 mph. I would have thought it would sense that through the instrument cluster.

this week I noticed a wire to my front passenger side wheel speed sensor was broke.
today I find out my transfer case won't engage.

it is for the abs system but it is a wheel speed sensor..one for each tire. the abs does the 2 front tires seperately
