Start system malfunction

I have a 2002 F250 PSD. It will not engage the starter with the ign switch. I can jump 12 volts from the battery to the small yellow/blue wire going to the starter and it will start the truck. I have traced this wire to the back of the fuse panel and can jump a 12 volt source to this point and it will start. I found a green wire that comes form the ign switch that is hot when I turn the key to the start position and can hear it click the starter relay on the fuse panel. This tells me that I am good from the switch to the relay and from the back of the panel to the starter. There are several of the same relays (matching numbers) on the panel and have switched these to try them in different positions. This does not make any difference on the start situation. Is there another system malfunctioning that is tied into the starter relay that could be causing this problem?

Battery voltage enters the ignition switch via a LT GRN/VIO wire from fuse #51 (50 amp) and exits via a DK GRN wire through fuse #31 (15 amp) and then through the clutch position switch if manual transmission or a juper connection if auto. It then goes directly to the starter relay coil.

I'd also take a very careful look at that fuse. It may even look good, but isn't.

It should be on the steering column. Close to the firewall

Thank you all. Found a fuse on another page from the the Ford wiring manual. I would also like to say that my son, who is the greatest, help me remove the fuse panel. We took it to the the kitchen table and tested ohms on each fuse until we found one that was blown, number 61. Its all good now. My son is going to school to become a mechanic when he finishes high school. He is a senior now. He is totally into the diesel thing. How cool is that. My own mechanic, although he's not cheap.
