c6 won't shift

c6 won't shift
My C6 stopped up-shifting. It was rebuilt less than 2000 miles ago. It will shift manualy with the column shifter but won't upshift by itself. What is wrong? I have vacume to the diaphram, and the fluid level is ok. Linkage is fine ect. What could it be?

Well I added a quart of atf today cause the dip stick showed it was a tad low when cold, yet full hot. Don't know if that was the problem or if something cam unstuck but it was running fine today, infact shifted better than it ever has, so maybe it was just low. Had been sitting for a month, huh. Thanx guys.
