led taillight problem

i switched to led tailights in my 83 f100 a couple years ago and when the ignition is on they are on. not as bright as when the running lights are turned on, but enough to barley c in the daytime.so i pulled the cruise control fuse and they went out. my brothers 93 f150 has the led bulbs and it does the same thing. when ignition is on, tailights faintly illuminate. i know the leds have way less resistance than normal incandesent bulbs and thats why they r lighting up when they shouldnt cauze of stray voltage but what i wanna know is what in the cruise circuit is causing the "bleed over"? im guessing the turn signal switch is somewhere "leaking" voltage into the tailight circuit since both circuits have wiring close together in the steering column. ideas?

The cruise control brain box is hooked to the brake light wire. This is what shuts it down when you tap the brakes. The stray voltage may be bleeding through the cruise control box onto the brake light wire, and then running back to the brakelights.

I had the same "problem" on one of my dad's trucks when I put LEDs on the back. Bugged me at first but then I dealt with it.
