I have a 1999 Explorer and it will not fire. The theft light in the dash flashes at a quicker rate when the ignition is turned on instead of going off as it should. I was told that there is a kill switch under the dash somewhere but looked and could not find it. Does any one know of such switch and if so where is it.

I had a similiar problem with my 2003. The flashing PATS light indicates a problem with the PATS system. It should be storing codes in the computer. In my case the dealer had to replace the PATS transponder and cut new keys.
One thing you could try, but it probably won't work, is to reset the computer. Just on the odd chance that the memory is a little scrambled, and would reset properly. It's a waaayyy long shot, but simple enough to do, just disconnect the battery for 30 min. Unfortunately though, I'm guessing your PATS system is fried.
