I have a '99 f-250 powerstroke that will not start unless it is plugged in even in the summer when it is 80 degrees outside. And now that it is winter it takes 30 min for it to start. We have to try to start it and then wait a minuet then try again we have to do this about 10-20 times before it will start. I am wondering what it is I am thinking it is the glow plugs but I really do not know. This is my first diesel and the first problem I have with it. How old is the fuel filter? Need more info. Probably not glow plugs if you are having the same problems in the summer when glow plugs are really not needed.

The pcm might not be telling the glow plug relay to open,thus heating the glow plugs.There are other sensers that tell the pcm to turn on power,if one senser is bad then no glow plugs.
For testing the plugs,look in the 7.3 forum,at the top there is a sticky thread that covers the whole glow plug thing.
