PCM Output voltage???

Cold start problem....PCM Output voltage???
I am having cold start problems...it immediately dies when starting in the cold (less than 40) it may keep running 1 in 20 starts. When it warms up, it starts better, but if cold I have to hold down pedal to keep it running. There are no error codes!!!! Checked at my buddies shop.
The voltage going to some of my modules (probably all of them), for sure the Throttle Position sensor is only like 3 volts, not 5 like book says. It is also less than 5 at others (MAF)
Anyone have experence/knowledge of having to replace the PCM in this situation?
