You this: I had an '89 2.9 4 X 4 5 speed Ranger. I pulled a 17 foot Skeeter bass boat with it, a lot. That includes three trips from southern Indiana to close to Charlestown, SC. and back. Up and down the mountains, no problem. Don't think I ever got under 4th gear unless I was taking off from a stop.
I did have a problem once. My buddy, who tends to panic a lot, backed me in the lake one day. The short version is, I didn't unhook the stern straps from the trailer and I didn't put the drain plug in. Naturally, when the boat got half full of water, he decides to pull a holeshot back up the ramp. Now, since the boat has a lot of water in it, it weighs probably 5000 lbs. instead of 2500. It bent the bumper arms and rolled the bumper backwards. I took it off and straightened the braces and it was okay. I wouldn't worry too much about a 16 foot boat if your bumper/braces are structurally sound.
I had a '94. If I remember correctly, the bumper hitch was only rated at about 2000 lbs with a 200 lbs tongue load. I could be off a little, but I remember it was really low.
i had a 19ft. ski-boat with an i/o and a steel trailer, heavy as heck. my ranger is a 2000 4x4 with the 3.0. it did not like pulling it but it did it. i have a class 3 hitch from the factory.
