Unhappy carb set up

probably gonna sound like a stupid question but here goes.are the butterflies on a carb supposed to be open or just about closed at operating temp while in park at an idle?asking because this is the first carb i've ever replaced and the shop i bought it from said it was pre-adjusted and bench tested before i recieved it . just not sure and could use the help.thanks.

ok the one on top is the choke plate not the butterfly. do you have the choke hooked up to power?

yes.the carb i got was an exact copy of the one i took off and i hooked it up exactly as the other one was,so i don't know if maybe the new choke got screwed up during shipping.should the plate be open or closed when at operating temp?

should be wide open.have you set the choke? there is a little dash that you line up with the marks on the carb. it also says lean-rich. you want it set to 1 rich

the plastic choke will have a small dash on it , pointing towards other dashes on the carb.

yeah thats the tube. the choke should be closed when the engine is cold , it will then open 1-2 mins later.

i'll have to look at it when i get outside today, pretty sure it stays open all the time.any suggestions how to fix other than changing choke?i'm thinking of buying a cable & making it a manual choke in the meantime as i need to get the timing worked as i have an issue with that when i punch it going down road she starts popping something fierce but won't qiute die.

one more thing when i go to start when i push the pedal 1-2 times that's when the choke plate should close until it warms up right?
