It all depends on how much things go for in your area. Here in the midwest, the truck without the plow would be $500 at best in good running condition. Since no title it could be stolen. If its got a newer plow and good blade then maybe thats worth $1000. As you described it I wouldnt give much more than $800 for it. It seems a little over priced to me but if it had a good title, starts and drives it might be worth it.
To me that sounds like a ok deal. Even with a shot bed. Even with a shot engine. Some camper special trucks came with a frnt. Dana 60. A set of Dana 60s are worth alot more than 1500.00. A good plow is worth a couple bucks too. Getting an abondoned title is no big deal either, but I'd get the vin# checked before you do anything. Make sure its not stolen. As far As the truck not running, with a new tank look at the fuel lines, and maybe he did not prime the fuel lines after messing around with them. Hit the carb with some starting fluid or a little gas and your in buisness. Just my two cents. Good luck. Jesse.
Here in my area, plows (that are serviceable) are going for 1000.00. If the truck has Dana 60's ,that's 1500.00 just for the axles. You could make your money back in parting it out. Then buy a more worthy vehicle, with a good title. Scrap the bed, replace it with a flatbed and salvage a title, is another way to go.
I have been going back and forth about letting my truck go. My wife says I can buy a motorcycle and other stuff, that will be better for my commute of, 4 miles, each way. Have you seen my truck?

I'd go as high as $800. Maybe $1000 if the plow is really nice. I paid $1000 for my 78 F150 4x4 with a 460 and 3" of lift. It came with a mint spare cab, too.
