waht is a leaf spring flip kit

It relocates where the leaf spring mounts. If your springs are on the bottom of the axle, a flip kit mounts it on top. Drops it several inches.

There is also a shackle flip, which changes your leaf from having the shackle under it to over, raising the truck.

What vehicles is this done to? Sorry if it seems like a silly question, but I'm from the off-road world and when we do a spring over axle(SPOA) conversion it's for more lift, not to lower. Got me kind of curious.

Actually it can be done like your thinking. There is also a shackle flip like seventyseven250 said for lift also.
On Jeeps, S10s, etc....
Relocate the springs from bottom to top after welding on spring perches.
