Called Black Cloud Diesel today to order my wicked wheel and a few other goodies, told them i had a 99 psd with a manufacture date of 7/ 98.
After they double check they told me that my truck already came with the WW
They told me that a 4" exhaust would fix the surge/stall that i was trying to fix
with the WW. they also asked how much boost i was making, I told them when pulling my 11,000lbs Toy box , I can make 20lbs without any problem, so he also told me about the duel relief value.
Im looking for any advice of what i may need to fix the surge /stall i get when the automatic trany shifts from 2-3, 3-4, and as any one heard of a psd having a stock WW.

I don't know if this link will work.
It's a picture from Johnny8's gallery that shows the difference between the two intake wheels. Remove your intake boot and look down the throat of your turbo and see which intake wheel you have. The WW is the one with offset turbo blades. The late style is the one where all the blade ends are level with each other.
Does the SES light come on when the boost is high? If it doesn't you don't really need the relief valve. It's purpose is to prevent the truck from defueling when an overboost condition occurrs, which doesn't happen until you go above 24 psi.
You'll have to look at the wheel of course, but the fact that it's surging so easily suggests that it may have the new style wheel, and you may need the WW.
hmm, the fact that it is surging so easily makes me think that it is the stock 10-blade even height wheel. my logic tells me that the 4'' exhaust will not help the COMPRESSOR surge/stall. the stall is when the air pressure at the turbo compressor outlet is greater than the pressure that the turbo is making, so it will make a huffing "whatwhatwhatwhat" noise. this is the actual wheel (that is spinning upwards of 100,000rpm) stopping in an instant (or getting really close to stopping) and the air pressure going back through and out of the turbo and out through the filter.
i dont see how anything other than an aftermarket wheel or compressor housing (ATS) will help reduce/eliminate stall.

You have an early 99 and it has the w wheel as std equipment. You can't put an ATS housing on it, it won't fit. Do your intake and exhaust and go with it. My turbo makes two noises. It sings beautifully under power, and gives me a nice big whooosh when I shift the six speed. I like it.
