Multifunction Switch

I am trying to make sure that this switch is bad before I throw down $145 to buy a new one. When I turn on my lights, only the running lights come on. If I put the high beams on, (lever forward) then my low beams come on. If I pull the lever back, My high beams come on. I replaced the headlight switch, didn't fix the problem. Do I have a "lights out moduale" (LOM)?

Thanks
