Of particular interest to car collectors was SB285 (Mountjoy), which would have prevented cars that are exempt from the smog check program from being labeled as a gross polluter by the roadside testing program. The concern here is that your pre-1974 collector car, which does not have to be smog tested, might be picked up by roadside testing, and labeled a gross polluter. This bill never made it out of committee. But this is something that car enthusiasts should continue to lobby for. Roadside testing, as presently planned, has NO exemptions for cars that are exempt from biannual smog testing.
And SB296 would have exempted from the smog program cars driven less than 5,000 miles annually. This bill died as well, but doesn't it make good common sense?
Also of interest was SB698, which would replace all license plates in the state by the year 2005. Owners of collector cars would be able to keep their old plates at a cost of $35, plus an additional registration fee of $10 per year.
