Fuel Pump Issue

Hey I could really use some help with this issue. I have a 1987 ranger that ive put a heck of a lot of work into. I replaced the whole engine two years ago with the same 2.3L and the whole works. In the winter the truck gives me headaches. It sits outside all the time, and unfortuantly it doesnt have a oil pan heater yet....working on that! Anyway my problem is that my fuel pumps never shut off. Im assuming that both the high and low pressure pumps always are both running. Usually when i turn on the key i can hear the pumps running constantly they never shut off. It doesnt matter what temperature the pumps run. Sometimes i try to start the truck and after i crank it the first time the pumps run and then shut off for some reason. I think that if i get the pumps to get up to pressure all the time i probably wouldnt have this problem The high pressure pump was new when i installed the new engine and the low pressure pump in the tank isnt new, but its good. The fuel pressure regulator is new, and i replaced the relay last fall. I did find a wire that was put in by someone by the inertia switch in the wire on the right side of the clip. I followed that wire and they hotwired it into another hot. I cut that wire that was installed and there is no juice to the pumps. What can i do to make the relay work again and get this headache figured out? Any help would be appreciated.
Thanks
Curtis

Since your not getting power without the added wire I would suspect a bad relay, they should be under the hood on the passengers side.

Do the pumps run if you ground the tn/lg wire at the self test connector?

The ECU relay can also cause problems so keep that in mind.

The test connector was on the PDB for my 1989 but you don't have one, I think it's in the same location on the passengers side of the engine compartment. You can see what it looks like in the link on pulling code in the tech info thread at the top of this forum.
