Weld vs. Bolt Mounts

I have a couple engine swap books that say design a mount (adapter) between the oem engine mount, and the car frame. That's straightforward...but then both books imply you should weld that adapter to the frame because bolting it to the frame is not enough. Can anyone confirm this is necessary and why (based on experience, etc.) ?

last weekend i found a part of the book says it is Ok. The other book never says explicitly one way or the other.
