First off, welcome aboard!
Secondly, these motors only require three basics to run, air, fuel and spark... Are you getting a spark at the plugs when you crank the motor? When you operate the throttle linkage on the carb (with motor off), does it shoot gas into the manifold (you should see a quick steady stream)? How did you check the timing if it isn't running?
