Yes, they are. They're called replacement heads because they were made for high performance use. They should have narrow push rod slots, screw in studs and integral valve-spring cups, just like the '63-'67 Hi Po heads. They are closed chamber and origianally were equipped with double springs. They should have 289 HP cast on top as well.
