`99 hood latch

`99 hood latch

My 1999 F-150 sat for a few months. The cable that controls the first stage of the hood release is fine is ok....the lever that frees the hood the rest of the way is "frozen".The battery is dead and I need to get a solution to this.Naturally things happen in winter! Which way does the lever go? I never noticed.

This may be a stupid question, but do you mean frozen as in literally frozen? like iced up? or is it just mechanically messed up? The lever is on the right side and lifts up towards the left if I remember correctly.
