Help!!

The battery terminal always has battery voltage.
The ignition switch terminal should have voltage when the key is in the run position.
The black ground connection must go to a good ground, this is usually under one of the mounting bolts. Corrosion on this connection is also a common problem with this system.
If all the above tests and conditions are true, you have a bad controller.
The controller is located under the relay.
You may also test the relay by turning the key to on and shorting the white wire to a good ground. If the relay clicks you should have power to the glow plug terminal.
Don't keep them heating for more than 10 seconds or you may toast your glow plugs.
The silver strip on the bottom right of the picture will get warm/hot when the glow plugs are heating.
Have you tested the glow plugs?
If several are burnt out the controller will not try to turn the glow plugs on.
To test them remove the connector from each one.
Hook an automotive test light up with the ground clip on a positive battery terminal.
Touch the tester to the connector on the glow plug.
If it lights the glow plug is good.
If it does not light, the glow plug is bad.
Only replace the glow plugs with Motorcraft/Beru ZD 9 glow plugs.
Autozone has them for 9.99 each and most stores have at least 8 in stock.
If the controller is bad and you have to start the truck, you can install a push button bypass from a ground to the white wire terminal. Turn the key top run, push the button for 10 seconds, crank the engine. Should fire right up.
Above in the blue bar on the left side you can click "User CP" then "edit signature".
Put your truck info in the signature and I could have answered your question already.
