Question Power Steering Strangeness

1986 F150 4x4. 31x12.50-15 A/T's. My power steering is acting really strange. It whines, the steering wheel is,,, "bumpy" when you turn it. When you turn it hard, PS Fluid sprays all over the engine compartment through that little relief hole in the top of the power steering reservoir cap. It has plenty of fluid in it, not too much, though. It'll spray even when it gets low. It acts like it's not using the fluid it has available to use. There are no power steering leaks in the system. Fluid is clean. I don't know what is up with this thing... Any thoughts?

Replacing it is the only option, its a bear to turn when its cold (The Propeller isn't moving fluid or is pumping air dued to the seal thats supposed to go through the steering assy...another possible situation is the steering assy is blocking the fluid or the wrong fluid/water has contaminated the system((air in the system)) Possible solution is replacing the pump/and or steering assy. Driving it will make it dangerious as it could freeze in one position.
