95 manual does not show rear air bag sensor (at right rear door pillar) going thru the clockspring; says feed/return circuit open between pin 15 white/orange lead at module and pin 23 pink/orange lead going to rear sensor or an open inside the sensor and bracket unit. If you troubleshoot read and heed all precautions stated many places prior to touching these circuits, especially disabiling power to air bag system.
You may well have more than one problem occurring. Good luck.
The horn problem sounds as if the horn relay contacts, the horn itself is bad or has a bad ground if the horn relay is clicking. The horn shares a ground with the speed control system thru clockspring to enable the horn relay coil to be activated which apparently is good.
I don't see anything else shared between air bags and horn system.
