EGR problems

Hello all, long time, first time. I've gotten tons of advice here before that has always been helpful and dead-on correct. Saved me tons of dough doing it myself with your help. But, I'm really stumped this time and need help. I Have a 99 Expo EB 5.4 that's throwing trouble code P1405 upstream hose off or clogged. Checked the hoses and they all seem to be in good order and are definitely on. Searching through these forums it seems that EGR problems can be difficult to definitively diagnose. I've read that the DPFE sensor should/could be replaced, or the throttle body may need to be removed and cleaned because of clogged EGR ports. My question is simple, should I start with the DPFE sensor replacement or should I start at the throttle body and work downstream from there? Can a bad sensor result in decreased gas mileage if it's not doing its job? It's one of those things that seems like you could drop a lot of coin and not get it fixed the first or second time. I'd like to nail this down on 1st or 2nd try before I end up replacing an entire EGR system.

Any insight is greatly appreciated.
