97 F150 4WD electronic shift problem

97 F150 4WD electronic shift problem
I am having trouble with the 4wd on my buddy's truck. The truck has 190k miles on it, but appears to have been well taken care of and has had no hard use.
The indicators on the dash flash on during startup but I don't get indicators or 4wd lockup when I try to switch to 4H or 4Low. The truck had the cruise unplugged by the dealer for a while because of the recall notice on it, but I replugged it and that didn't help. I checked fuses and relays and found nothing wrong there. I also checked the switch, and varying resistance on the center two terminals as I switch positions, and found 5 V on the harness and the light and ground wires on the outer terminals. I checked at the transfer case shift motor connector and found no V on any pins there. Short of tearing into the harness, is there anything I may have missed? Everything else on the truck seems to work fine electrically.
Also, a question that I could not find the answer to (since this is not my truck and it is new to me), should the transfer case shift without the engine runing if the key is on in neutral with the brake applied?
