GEM 240 testing/replacemnet - wiper controls

GEM 240 testing/replacemnet - wiper controls
Help!! I have several little things that all have one thing in common: Generic Electronic Module 240. My "manual on a CD" shows a drawing with this and 2 other GEMs located near the interior fuse panel.
Q. How do I get to the GEM for either testing or replacement?
I have the lower dash panel off and have loosened the bolts/nuts that secure the interior fuse panel. I seem to be at a stopping point until I figure out the trick to getting this thing out.
My symptoms: Rear wiper no workie. (all controls for RW go through GEM240)
Washer Fluid low indicator "on" (routes through GEM 240)
Relays are working for the RW. What should the voltage be on the Park/Hi-Lo wire? I have 12V all the time.
Any help is greatly appreciated.
