Open air intake? You mean like a through the hood intake? Would be...interesting...to see one on a Ranger.
You can get intakes all over the web, though I'm pretty sure if you have a 95 your intake tube goes out of the front of the engine, and off to the left if you are looking at the engine, along the front of the engine compartment down to the filter box?
Guys use the '95 hoses and attach a large filter on the end to make a custom CAI for less than 40 bucks (filter, intake tube from junk yard).
My guess is he wants to eliminate the air box and go with an exposed filter. If no kit is available for that model, one can be easily fabricated with a tube and MAS adapter.

Yeah taht's what I was sayin' with the '95 tube, remove the box (which will be there since his is a '95) and just add a filter at the bottom, most people use a PVC drain to connect them. I have the article somewhere. www.geocities.com/drewcoffey/Truck/airintake.htm
