Sounds like your exhaust back pressure valve (ebpv). Helps warm the motor during cold weather, perfectly normal.
If you want to save yourself a lot of grief when winter sets in, use the block heater hooked a heavy duty timer about 1.5 to 2 hours before start up. I know its been said over and over and over, dont crank too long on the starter as they heat up. Power Service in the fuel is good too for winter running.
It'll shut off after a few minutes of driving. Mine tends to cycle back on a couple of times while I am making my way through the 'hood to the highway.
it is a butterfly valve in the exhaust flow, just after the turbo charger housing. it closes when cold, with just one part of the valve cut out that lets the exhaust through. it puts a restriction on the exhaust, which puts a load on the engine, to help it warm up faster. some guys here have converted it to a switch, to use it for an exhaust brake when towing.
