theoritical lifter preload

I want to make sure my thoughs are inline with others. A slightly sunken seats, milled heads, milled deck all increase lifter preload with say non adjustable rocker shaft, right?

My main thought is on base circles for different cams. Say for example, a stock cam has a base circle of 1.50 inches, then we upgrade to a new cam with a 1.62 base circle. Could one theoritically get .12 inch shorter pushrods?

Theoretically.

Normally though, the base circle will get smaller with aftermarket cams, to make room for the extra lobe height. I have my doubts if FE aftermarket cams do this at all though, since there's probably plenty of room.

Dont try to overthink it. Just get the adjustable length checking pushrod, mock it up, and do it right. Or just get the adjustable setup and avoid a lot of headaches.
