Question rears lock, pv problem?

I have a 79 F150 4x4 400 C6 that locks rear brakes under hard braking and the brake warning light comes on at that time. The rear drum and shoes are new and no leaks. Everything is bleed well but it also seems the braking in the front need more brake. I suspect the proportioning valve but hate to spend money if it doesn't fix my problem. I want the truck to stop well. If it is the pv anybody know where to get one cheaper than in LMC truck? I would like to fix this soon. Thanks

When you bled the brakes, did you pull out the metering pin on the combination valve (aka proportioning valve) when you bled the front brakes. Try this first before replacing more parts.

Yes I pulled out the metering pin. I had it pulled out the whole time I bled the brakes front and rear. Should I only have it pulled when I do the front? Otherwise any other suggestions?

Bleed the rear brake first then pull the metering pin to bled the front.

Verify the rear brake wheel cylinders are not leaking?
