Alberta was also pretty decent with no emissions testing, but I got a ticket for loud pipes on my bike, friends got warnings or tickets for loud truck exhaust (I had very loud exhaust on my F150, but when not on the throttle, the glasspacks were very mellow). I also had my tag custom mounted vertcally on my bike (like I have seen many have), and I got pulled over THE DAY I did the conversion! I had to replace the factory tag frame and bracket on my fender.
You can get away with almost any mechanical mods, though, as long as a mechanic deems it safe.
Some exceptions are out-of-province inspections, where the mechanics have a BOOK SIZE form to fill out, and the inspection is very thorough and expensive, but still no emissions test. It wasn't always like that, but just a couple years ago, they standardized these inspections because of too many 'friend' mechanics putting unsafe cars on the road.
You now can't even have the slightest hole in your exhaust or floorboards, tires must have adequate tread, etc.

I remember when I was in high school, I took an automechanics class at our Vo-tech school (it got me out of school for half a day). We had to take our state inspection test as part of our grade. I remember somethings would pass inspection and at the same time get you a ticket if an officer had nothing better to do that day.
