well, the easiest thing to do would be just to wire them into a switched circuit so they come on anytime your key is on the on position. some true daytime running lights will turn themselves off when you are parked with the e-brake on, and that would just be more of a hassle.

I like the switch idea. I want to have the fog lights on during daytime trips on two lane highways. I've seen other f250's and Excursions with the fog lamps on when the headlights were off.

Fog lights as daytime running lights
I bought a $10 daytime running light kit from National auto stores where light comes on with a relay when ignition wire has power. I believe you could just wire the fog lights instead of the low beam.
