Cooling system

I have a 95 B2300. On the lines going to the heater core is a piece where the lines (shift) to the side. The two lines from the heater core and the lines from the cooling system meet here and there is sensor. What is this piece called?

I seem to be loosing coolant at the piece of equipment.

Yes it does. Mine seems to have the controller on the bottom side closer to the fender well. This may explain a few things. My A/C isnt all that cold for a regular cab truck. SO maybe the valve is stuck open. Heat will blast you out in about 2 miles of driving from a cold start at 45F.
